The Simplified Accountable Structure, often called “One Committee” or the OC15, comes from a provision in the Book of Discipline that allows a local church, in consultation with and with approval from the District Superintendent, to adapt its organizational structure when membership size, ministry needs, mission priorities, or other circumstances call for it. Churches across the United Methodist connection have embraced this model because it creates a more effective and efficient way to lead ministry.

Under this structure, the four separate administrative committees that traditionally governed the church including Trustees, Finance, Staff Parish Relations, and Church Council no longer operate as separate bodies. Instead, they function together as one unified Leadership Board. This board carries the responsibilities, authority, and accountability of all four committees while allowing leadership to work together with a clearer sense of mission, direction, and shared purpose.

The Leadership Board consists of 15 members serving two year terms. Members are nominated by the Committee on Nominations and Leadership Development and elected by the Charge Conference. Rather than holding multiple committee meetings every month, leadership now gathers around one table where conversations can happen in a more holistic and mission focused way. Technically, all four committees still exist in fulfillment of the requirements of the Discipline, but they operate together through this unified structure.

At the Charge Conference on October 25, 2022, the church approved a resolution to spend 2023 in discernment about implementing a simplified governance model known as “One Committee” or “Simple Board Governance.” Following presentations, discussion, and prayerful consideration, leadership chose to move forward with the transition. The new structure was approved by the District Superintendent at the Charge Conference on October 22, 2023, and the OC15 officially began operating in January 2024.
